INTRODUCTION The Office of Environmental Health Hazard Assessment (OEHHA) develops potency values for carcinogenic substances that are candidate Toxic Air Contaminants (TACs) (Health and Safety Code Section 39660) or are listed under the Air Toxics Hot Spots Act (Health and Safety Code Section 44321). These values are used in the Air Resources Board's (ARB's) air toxics control programs and also by other State regulatory bodies, to estimate cancer risk in humans
